Introduction
Part
1, Chapter 4 of the ICAO Technical Instructions for the Safe Transport
of Dangerous Goods by Air (ICAO-TI) and Subsection 1.5 of the IATA
Dangerous Goods Regulations require that initial and recurrent dangerous
goods training programs must be established and maintained for all
personnel involved in the transport of dangerous goods by air.
At
offshore locations and ships with a helideck, Helicopter Landing
Officers, Helicopter Deck Assistants, and staff, involved in the
helicopter administration and handling of passengers, must be competent
to perform any function related to the transport of dangerous goods for
which they are responsible, prior to performing any of these functions.
This
must be achieved through training and assessment commensurate with the
functions for which they are responsible. Such training must include:
- General awareness/familiarization training — Personnel must be trained to be familiar with the general provisions;
- Function-specific training — Personnel must be trained to perform competently any function for which they are responsible; and
- Safety training
— Personnel must be trained on how to recognize the hazards presented
by dangerous goods, on the safe handling of dangerous goods, and on
emergency response procedures.
This also applies when no dangerous goods are carried.

Tests The
training is divided in 10 modules in which the above mentioned subjects
are discussed. Each module is completed with a test, which contains
multiple choices, true or false, drag and drop or other type of
questions. The test score for the modules which are a mandatory
requirement is saved in the students test result bank. If the test
result for a particular module is not sufficient, the module will be
repeated, and a new test will be issued. The final test result is the
average of the results of all tests.
Authority approval
SCS
Training & Consultancy BV is a Dutch Civil Aviation Authority
training institute and an IATA approved Dangerous Goods Competency-Based
Training and Assessment (CBTA) provider.
Course approval
This
competency-based training course is approved by both the Dutch Civil
Aviation Authorities and the UK Helideck Certification Agency (HCA).
Certification
Upon
completing the course and obtaining a positive overall test result, a
certificate will be issued and send by e-mail to the training
administrator of the company. This certificate has a validity of 2
years.

Transport of Dangerous Goods on Offshore Support VesselsIntroduction
One of
the requirements in the International Maritime Dangerous Goods code relate to
the training for shore-side staff involved with dangerous goods. This training
is mandatory and may be audited by the competent authority. Persons which
didn't receive trained may only operate under the direct supervision of a
trained person.
Shore-side staff also
includes offshore based personnel such as roustabouts, crane operators,
materials co-ordinators and other persons involved in:
- packing of dangerous goods;
- marking and labelling of packages,
containers and tanks;
- packing of containers;
- unloading and loading of vessels;
and
- the preparation of dangerous goods
documents.
In addition to the
existing Internet based training “Dangerous Goods by Air – Offshore Helicopter
Operations“, SCS Training & Consultancy developed an Internet based
E-learning for the transport of dangerous goods on offshore support vessels.
This training complies with Part 1, Chapter 1.3 of the IMDG code and is
available in English, Dutch and Portuguese.
Course Objective
The objective
of this course is to train relevant staff in the understanding and application
of the provisions of the IMDG code, so they are able to safely and efficiently
perform their role in the transport of dangerous goods by sea on Offshore
Support Vessels.

Introdução
A Parte 1, Capítulo 4 das Instruções Técnicas da ICAO para o Transporte Seguro de Mercadorias Perigosas por Via Aérea (ICAO-TI) e a Subseção 1.5 dos Regulamentos de Mercadorias Perigosas da IATA exigem que sejam estabelecidos e mantidos programas de treinamento inicial e periódico em mercadorias perigosas para todo o pessoal envolvido no transporte aéreo de mercadorias perigosas. Em locais offshore e navios com heliponto, os oficiais de pouso de helicópteros, os assistentes de convés de helicópteros e a equipe envolvida na administração de helicópteros e no manuseio de passageiros devem ter competência para executar qualquer função relacionada ao transporte de mercadorias perigosas pelas quais são responsáveis, antes de executar qualquer uma dessas funções.
Isso deve ser alcançado por meio de treinamento e avaliação compatíveis com as funções pelas quais são responsáveis.
A formação deverá incluir:
- formação de familiarização geral;
- formação específica sobre funções; e
- formação sobre segurança.
Isso também se aplica quando não há transporte de produtos perigosos.

A pontuação de cada módulo é gravada na base de resultados do teste do formando. Pode repetir as perguntas erradas, mas isso não será tido em conta no resultado do teste.

Introductie
Sinds 1 januari 2010 kent de IMDG code de
verplichting dat walpersoneel (waaronder ook moet worden begrepen
personeel dat zich aan boord van offshore locatie bevindt) een opleiding
moet volgen die in overeenstemming is met hun werkzaamheden en
verantwoordelijkheden betreffende het vervoer van gevaarlijke stoffen.
Het betreft hier onder meer de opleiding van personeel dat: betrokken is bij:
- het verpakken van gevaarlijke stoffen
- het merken en etiketteren van verpakkingen
- het beladen van containers
- het laden en lossen van schepen.
In navolging van de al bestaande Internet training
“Dangerous Goods by Air” voor helikopter handling crew heeft SCS
Training & Consultancy een bewustwordingscursus ontwikkeld die via
het Internet online kan worden gevolgd.
De cursus is specifiek ontwikkeld voor de doelgroep
en richt zich op het vervoer van gevaarlijke stoffen met offshore supply
schepen. De lay-out en inhoud van de cursus (afbeeldingen, voorbeelden)
is gebaseerd op offshore operaties waardoor een en ander goed
herkenbaar is voor de deelnemers.
Doelstellingen
Na het volgen van deze cursus wordt de deelnemer geacht:

op de hoogte te zijn van de principes van de regelgeving; -
te weten wat gevaarlijke stoffen zijn en hoe ze te herkennen; -
op de hoogte te zijn van de basisvoorschriften van indeling, verpakking, etikettering en documentatie en -
in het bijzonder de voorschriften te kunnen toepassen voor het vervoer van gevaarlijke stoffen met offshore supply schepen..

De training op elk willekeurig moment tijdelijk
onderbroken worden. Zo kan de deelnemer zelf het tempo bepalen waarin
hij of zij de cursus volgt. Bij het opnieuw opstarten zal de cursus
verder gaan op de plaats waar men gestopt is.
Toetsing en Certificering
Iedere module wordt afgesloten met een korte test,
waarin de kennis van de cursist wordt getoetst.
Kandidaten die de cursus met voldoende resultaat (een gemiddelde van 70% of meer) afronden ontvangen een certificaat dat 2 jaar geldig is.
